Background

Pamoja Trust is a non-profit organization founded in 1999 that is dedicated to promoting access to land, housing and basic services for the Vulnerable groups in both urban and rural areas. The organization takes principled and pragmatic approaches to protection and promotion of the right to the city through advocacy and precedence setting models for problem solving.
In the year 2021, Pamoja Trust got into a working partnership with International Rescue Committee (IRC). The collaboration that runs to date was informed by the need to enhance access to livelihoods by the urban refugees. This emanates from the necessity presented when refugees migrate to cities because of the perceived opportunities there. Yet, upon arrival, many are unable to find work in a formal labor market with restricted opportunities and are further disadvantaged by stigmatization and discrimination, language barriers, lack of community networks, and limited access to information on available opportunities.

Project Background

Pamoja Trust’s work under REBUILD Program: To contribute to tackling this challenge, Pamoja Trust partnered with the International Rescue Committee and other partners to implement the program dubbed Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (Re:BUILD) . The main objective of the REBUILD program is working to build and share the evidence base for innovative, sustainable livelihoods solutions that can be adopted to support refugees and host residents in other cities in East Africa and beyond. Under the program are three core pillars that include:

1. Service provision
2. Evidence and Learning
3. Influence and Adoption

Pamoja Trust’s work revolves around the influence and adoption pillar that focuses on encouraging adoption of program evidence and learning to change policies, practices and investments globally. The specific outcomes for the Influence and Adoption pillar are at two levels:

1. Enabling policy change through national, regional and global policymakers; and
2. Sector change within the humanitarian and development community, who in turn must engage local private sector stakeholders.

Within the pillar, the program’s focus areas are eleven (11) which includes the focus area on Community, private sector, and city government partnership which Pamoja Trust responds to. Under this program, part of the activities that Pamoja Trust is implementing are under; community level engagements, city government engagements and engagements with the private sector to increase refugee inclusion, access to services by refugees and contribute to improved refugee and host communities’ livelihoods.
In this context, Pamoja Trust is seeking to recruit a “Researcher” to facilitate community led research on the extent of refugee social cohesion in the 9 regions in Nairobi the project has been implemented. The regions are Kawangware, Kangemi, Kibra, Mathare, Roysambu, Githurai, Mukuru, Kasarani and Kayole.

Terms of Reference – TOR

Under the overall supervision of the Executive Director of Pamoja Trust, the consultant will perform the following tasks and responsibilities:

1. Develop tools to measure the extent to which social cohesion has been realized in the 9 regions.
2. Conduct community level FGDs in collaboration with the regional community leaders and networks to identify the extent of refugees’ social cohesion in the 9 regions.
3. Engage other stakeholders including service providers, government actors and administration officers to collect information supporting the extent of social cohesion
4. Collect and analyse qualitative and quantitative information that will support in building the evidence on extent of social cohesion therein.
5. Develop a detailed report of the findings on the status of refugee’s social cohesion, and insights that inform recommendations to enhance refugee’s social cohesion.

1st October – 30th October

Deliverables
The following showing the deliverables and outputs provided by the consultant will be required:

1. Research tools to be used for data collection.
2. Research methodology
3. List of Participants engaged throughout the process.
4. An excel database of the data collected
5. A detailed report relaying the existing situation on social cohesion amongst refugees and host communities and recommendations to Pamoja Trust and the REBUILD Program to enhance the project’s impacts.

Qualification:
Minimum of a bachelor’s degree in social development course/ Monitoring and Evaluation or any other related field.
Work Experience

1. At least five (5) years’ working experience in social development related research projects.
2. Advanced knowledge and experience in refugee matters or vulnerable groups matters.
3. Knowledge on community development, capacity development and knowledge management are highly preferred.

Other Requirements

1. Willingness to go to project sites in Nairobi.
2. Proof of undertaken research projects by the consultant.
3. Very good writing and computer skills, including Word Processing and PowerPoint.
